It is business as usual this morning at state government offices, with Motor Vehicle Commission offices affected by the shutdown that was halted by a budget deal back open today.

The shutdown resulted from a disagreement among elected officials over imposing changes at Horizon Blue Cross Blue Shield, not the budget itself.
