In Phillipsburg, all children qualify for free lunches because sixty-percent or more of the children are considered "at-risk." The free lunches are funded in part with federal aid due to that high percentage of at-risk kids.

Just because the majority of students receive discounted or free lunches, should it automatically apply to all?
