Observers are expecting Christie to put an emphasis on drug rehabilitation — on efforts to stem New Jersey's troubling and growing heroin epidemic. He told New Jersey 101.5's Eric Scott in December to expect announcements on "unilateral" action regarding addiction, a longstanding priority for the governor.

Christie faces multiple challenges heading into his last year — as a lame-duck governor with an 18 percent approval rating, he's got little political capital to spend. And it won't be long before legislators are more occupied with campaigning than legislating.
