Urban enterprise zones in Bridgeton, Camden, Newark, Plainfield and Trenton expired Sunday, ending a 30-year break under which they charged only half the sales tax.
Overshadowed by the anger about the gas-tax hike, and negotiations over tax cuts, is that the Transportation Trust Fund plan OK's $12 billion in borrowing.
