No Deal on NYC Teacher Evaluation Plan, Says Mayor

Mayor Michael Bloomberg says the union representing 75,000 teachers in New York City has walked away from negotiations over an evaluation plan.

The city faces a deadline of midnight Thursday to submit a plan to New York state or risk losing up to $450 million in state aid and grants.

Bloomberg said the United Federation of Teachers "unilaterally walked away" from the talks. He said one sticking point was that the union wanted the agreement to sunset in 2015. But he said the process of removing an ineffective teacher takes two years.

The union blamed Bloomberg for the breakdown in talks. UFT President Michael Mulgrew said the Bloomberg administration has been unwilling to compromise.

Teacher evaluations have been contentious around the country and sparked a strike in Chicago last fall.
