Man fined for swatting a seagull: How low can NJ go?

A Pennsylvania man was recently fined after swatting a seagull that was acting aggressively toward his 2-year-old daughter. The father, who was visiting the Jersey shore with his daughter, got smacked with a fine for illegal possession of an exotic animal. C'mon New Jersey! How do you fine a dad for protecting his daughter?
