Dennis: Are we ‘over-arresting’ parents who leave children in their cars?

There has been yet another story where a Passaic County woman left her infant children locked in her vehicle. The woman was arrested, and I have yet another unpopular opinion.

I'm not condoning this poor decision, but I don't think we need to constantly be putting these people in handcuffs. Are we 'over-arresting' parents who leave children in the cars?
