Should New Jersey allow mounting GPS to car windshield?

Usually when there's a new bill in New Jersey, it's for something frivolous and unnecessary. Monday a new bill was advanced that would change a little known cell phone law.

Since it is currently illegal to mount your GPS to your windshield in the Garden State, I uses a different system if he needs to use his cell phone's GPS.
