Senate President Stephen Sweeney and Lt. Gov. Kim Guadagno will be addressing the New Jersey League of Municipalities at a luncheon reception in Atlantic City on Thursday.

The annual three-day conference draws hundreds of municipal, county and state leaders.

The theme this year is "Navigating Recovery and Renewal" after Superstorm Sandy a year ago.

The conference, which has been held every year for nearly a century, was canceled last year because of the storm.

The welcome was delivered by Atlantic City Mayor Lorenzo Langford, who lost his re-election bid to a Republican.

Sen. Frank Lautenberg's wife will accept a posthumous public service award for her husband.

Gov. Chris Christie isn't attending won't be attending. He's in Arizona, where he takes over as chairman of the Republican Governors Association.
