Many victims of Superstorm Sandy are wondering why it took so long for Congress to pass an aid package.

The $9.7 billion measure to fund the National Flood Insurance program cleared Congress on Friday.

Susan VanVeen of Randolph, N.J., says she thinks "it's horrible it took this long" to get any aid approved.

New Jersey Rep. Frank Pallone notes the flood insurance package doesn't cover most of the money needed to rebuild. There is another vote Jan. 15 on an additional $51 billion in aid.

Pallone says the votes should not be "piecemeal" and that Congress should have acted on both parts Friday.
