A state grand jury voted Wednesday to not indict the four.

The shooting occurred on an overpass over Route 3 in Rutherford, after police had pursued 23-year-old Kashaf Ashford and a passenger driving a stolen black Nissan Armada SUV.

Police approached the vehicle after it crashed into a wall. One officer told investigators he fired three shots after Ashford drove toward him and another officer.

A second officer said he fired after he saw Ashford lean over and felt he might have been reaching for a weapon.

A loaded .357-caliber revolver was found next to Ashford after the shooting.
