Is Using A Belt Child Abuse?

According to NJ.com, workers at a Vineland preschool called DYFS when a 4 year-old girl showed up with bruises and welts on her face and body after a severe belt lashing.  The mother, a 37 year old from Millville has been arrested.  Check out this quote from a source inside Cumberland County law enforcement: "Maybe, if you have a two or three year old, you don't beat them with a belt.  Say you have a teenager though, there might be a reason to hit a teenager with a belt."

MAYBE you don't beat a two year old with a belt?  And if you have a teenager there might be a reason?  Really?  I'm hoping for a misquote here, otherwise this twisted person doesn't belong in law enforcement.  But you tell us, check out the poll below.
