The NYPD released a horrific surveillance video because they want to find this guy and charge him with animal cruelty. Alone in an elevator with a dog, he kicks the dog 6 times in ten seconds, taunts the dog and slaps it in its mouth.

It happened at 11:30 pm on August 26th inside the Wagner Houses on East 120th Street in NYC. There are thugs, and there are cowardly thugs. This guy is beyond even that.
