The New Jersey Working Families Alliance claims Samson misused his authority as chairman of the Port Authority of New York and New Jersey. The group alleges the founding partner of the Wolff & Samson law firm traded his public position to benefit private clients.

In one instance, Samson voted to allow the Port Authority to lease a commuter parking lot for $1 per year while his firm represented state agency benefiting from the reduced lease. Samson later changed his vote to a recusal.

A phone message left with Samson's spokeswoman was not immediately returned.

Christie recently named a onetime administration lawyer to head the ethics panel where the complaint will be evaluated.
