Coast Guard Faults Ship in Port Newark Security Breach
The Coast Guard is faulting a cargo ship operator in a security breach at New Jersey’s Port Newark.

Authorities say a 20-year-old emotionally disturbed man scaled a fence topped with barbed wire Wednesday morning and was found four hours later in a ship captain’s private quarters.
The Coast Guard says ship employees should have reported that the man was not wearing an ID badge when he was first spotted. It says the ship is changing procedures and will require security to identify all workers before cargo is unloaded.
The Port Authority says Eric Carrero, of Yonkers, N.Y., was charged with unlawful entry of a structure and is undergoing psychiatric evaluation. A home phone number for him could not be found.
The Coast Guard found nothing wrong with Port Authority security procedures.
