Acting Attorney General John Hoffman will announce details of the arrests during a news conference in Trenton on Thursday afternoon.

His office says the alleged ringleaders were based in Monmouth County and the multimillion dollar scheme used "runners" to recruit the victims.

The doctor is from Bergen County and the lawyer is from Morris County. The chiropractors are from Morris and Union counties.
