Texas and 10 other states are suing the Obama administration over its directive to U.S. public schools to let transgender students use the bathrooms and locker rooms that match their gender identity.

There was a showdown in Houston last fall. This spring, North Carolina became the battleground. By now, confrontations have flared across the country over whether to protect or curtail the right of transgender people to use public restrooms in accordance with their gender identity.

California lawmakers were set to vote Monday on a proposal to require all single-person public restrooms to be gender neutral, hours after North Carolina Gov. Pat McCrory sued the federal government to defend that state's law requiring transgender people to use the restroom matching the sex on their birth certificate.
