Report: U.S. Resorted to Torture After 9/11 Terror

A bipartisan think-tank is reporting in a major review it is “indisputable” that the United States engaged in torture since 9/11 and that the Bush administration bears responsibility.

A panel of experts wrote the report by the Constitution Project, a non-partisan Washington-based think-tank. The researchers surveyed the ways in which prisoners were held and interrogated at Guantanamo Bay, in Afghanistan and Iraq, and at secret CIA “black prisons.” The two-year study was based on evidence in the public record

The report found that brutality has occurred in war before, but that there was an unprecedented level of participation by a president and his top advisers “on the wisdom, propriety and legality of inflicting pain and torment on some detainees in our custody.”

The former U.S. ambassador to the United Nations under President George W. Bush, John Bolton, calls the report “completely divorced from reality.”  There’s been no comment from John Yoo, the Justice Department legal counsel who provided much of the legal justification for what was then called `enhanced interrogation.’

President Barack Obama has declined to investigate interrogation methods under the administration of his predecessor.
