A rare October snowstorm that wreaked havoc on many Halloween plans in the Northeast is being blamed for at least 21 deaths, including one in Canada.

At least eight people died in Pennsylvania as a result of the weekend storm. Deaths also were reported in New Jersey, Connecticut, New York and Massachusetts.

Power outages that topped 3 million customers at the height of the storm were down to around 2.2 million Monday night.

Hundreds of schools closed, giving youngsters one of the earliest snow days on record. Many towns have postponed trick-or-treating to later in the week to give utility crews time to clear fallen branches and downed power lines.

One Massachusetts town received 32 inches of snow.
