The beaten, stangled and burned remains of a woman that was only known as "the girl with the scorpion tattoo" was found on the east shore of Staten Island in 1991.
The governors of New York, New Jersey and Pennsylvania have urged residents to avoid unnecessary travel between the states but did not impose restrictions.
