So the governor has laid out a brand new plan that supposedly will help fund the pension. Here's why you shouldn't believe him.

The plan is to go out and take $1 billion that is brought in by the lottery. The problem is that taking that money from the lottery would be a detriment to numerous programs across the state. That lottery money funds some special education programs, programs for psychiatric assistance and veterans programs.

There's no new revenue here. The state will still be woefully under-funded. I likened it to the shell game people used to get beat playing on the streets of NYC back in the 80's. Money is just getting moved around, that's all it is.
