The agency building the new World Trade Center says a design flaw could cost it millions of dollars.

The Port Authority of New York and New Jersey said Tuesday the loading dock under One World Trade Center won't be finished in time for tenants to move their equipment into the tower. So it's building five temporary loading bays above ground. The problem is due to a temporary station that was built for the Port Authority Trans Hudson subway.

Port Authority Director Patrick Foye called it a mistake that should have been caught years ago.

It was first reported by the New York Post.  Foye said the Port Authority still expects the main tower to be completed by the end of 2013.
