While lawmakers seek to raise the minimum smoking age to 21, would raising the minimum age actually prevent people from smoking?

While Senators Dick Codey and Joe Vitale have people's best interest at heart by attempting to raise the legal smoking age, will it really prevent people from starting? Will people at age 21 be that much more informed about the dangers of smoking that they'll decide not to start, as opposed to making that same decision at 18?
