What is Wrong With This Driver? [PHOTO]

A listener named Amanda sent us this photo from yesterday's snowy commute. You know those guys who walk around in January wearing shorts? And how you wonder if they are making a statement about how manly they are to be enduring the sub zero windchill or if they were just dropped on their head a lot as a child?

Here's the vehicular equivalent. Now there are some logical explanations here. One, this could be his only vehicle and the top is broken. Or ... um ... yeah that's all I can come up with.
