What is FEMA’s ‘The Day Before’ Video Mean?

Dennis and Judi are trying to figure out the meaning of this video created by FEMA.  This video is entitled ‘The Day Before.’ It shows a split screen of two men, going through similar days in San Francisco. The left side of the screen has an older camera look to it and the right side is modern.

What is FEMA trying to prepare us for exactly? How do you know how to prepare if you don’t know what your preparing for?Are they playing on people’s fears? Are they just trying to raise more money?
