A growing number of parents are using religious exemption as a way to avoid immunizing their children. Monmouth County has the highest opt-out rate, and the lowest vaccination rate at under 93-percent according to the Asbury Park Press. The increase began in 2009, after the state stopped requiring proof of religion to receive pardon.
