Most legislative candidates in New Jersey are raising and spending less than usual ahead of next Tuesday's elections.

But newly released campaign finance documents show that spending is high in two hotly contested districts.  Spending eclipsed $3 million by Oct. 25 in both the 2nd District in Atlantic County and the 38th in Bergen and Passaic Counties.

Both are among the 10 most expensive New Jersey legislative races since 1999.  The state's Election Law Enforcement Commission believes political spending overall is down for several reasons, including many people believe redistricting this year made most seats safe for incumbents.
