Should We Mandate Psychological Testing to Own Certain Breeds of Dogs? [POLLS]

The latest unfortunate incident to happen to two innocent dogs took place in Neptune where their owner, Charles Loguidice ate inside MJ's Pizza Bar and Grill on Route 66.

The two rottweilers, Maximus and Joey,  were found dead inside the vehicle after being left there for about an hour although Loguidice reportedly told police he thought it was closer towards a half hour.

We hear so many tragic stories such as this, maybe it is time to have owners undergo psychological testing before they're allowed to own certain breeds of dogs such as rottweilers, pit bulls, dobermans and the like, to make sure they have the ability to take care of them?
