The paint in question is called “hydrophobic” and it makes the pee bounce back on the pants and shoes of public urinators. It was first used to deter public peeing in Hamburg, Germany and then by San Francisco which has a problem with people peeing on walls. Given the history of revelers in Hoboken, where the courts used to have special nights dedicated to public urination, it might be worth a try.
