Contractors working on Route 3 in Rutherford and Lyndhurst say they're being delayed by moving underground and overhead utilities.

State Transportation Commissioner Jim Simpson says three lanes in each direction will be open for the big game. But Simpson isn't promising the job will be finished by February 2014.

DOT spokesman Joe Dee tells The Record  the state will not accelerate the project because it would likely cost taxpayers more than $10 million extra.

The work is projected to cost $156 million, up from $149 million when the contract was awarded in 2010.
