Jeffery Carr, 48, of Hamburg, struck the pedestrians with his GMC pickup on the southbound side near Oak Ridge Road and the Crystal Brook Residence. The pedestrians were crossing the highway around 5 a.m., according to police.

A second GMC pickup driven by Robert Coward, 48, of Newton, also struck the pedestrians on the southbound side.

Police said the pedestrians, whose identities have not yet been publicly disclosed, were pronounced dead at the scene.

Route 23 has two lanes in each direction with a grass median through that area on the Jefferson-West Milford border.  There are several small businesses on both sides of the road.

The incident closed Route 23 in both directions for over two hours, creating heavy traffic through the area.
