The National Rifle Association is using a Justice Department memo it obtained to argue in ads that the Obama administration believes its gun control plans won't work unless the government seizes firearms and requires national gun registration.

But those are ideas the White House hasn't proposed and doesn't support.

The Justice Department memo critiques the effectiveness of gun proposals, including some of President Barack Obama's.

Among other things, the memo says the effectiveness of universal background checks depends in part on requiring gun registration.

Administration officials say the memo is an incomplete research document and doesn't represent administration policy. They have said their plans won't lead to gun seizures or national gun registries.
