NJ woman gets $200K for lawsuit claiming cop ejaculated on her love seat
EAST ORANGE — A former East Orange Police Department employee was paid $200,000 to drop a lawsuit that had claimed a police lieutenant came over to her house, whipped out his gun and penis and masturbated to completion all over her love seat.
The settlement with Candida Ray, a police matron at the time of the alleged 2007 incident, was reached in 2014. She had filed the lawsuit in Superior Court in 2011. Existence of the settlement first came to light Thursday on open-government advocate John Paff’s blog.
The lawsuit claimed that then-Lt. Anthony Cook came to her home to discuss a sale of cookies and cakes.
After stepping into the kitchen, Ray says she returned to the living room to find that Cook “had removed his penis from his trousers and was masturbating.”
She claimed she told him to stop and leave, but Cook “refused and masturbated to orgasm, ejaculating over Ms. Ray's love seat and his gun, which he had withdrawn from its holster.”
Cook then “cleaned himself up, holstered his pistol and told Ms. Ray that what took place should be kept secret between the two of them.”
Ray says that after she filed a complaint with the department’s internal affairs unit, she was teased by colleagues, including Sgt. Michael Williams, who allegedly offered to “come over to her apartment ‘butt naked’ and ‘jerk off on the furniture.’”
Ray says officials told her that Cook had admitted to the masturbation, but he claimed that it had been consensual.
Ray denied that, saying in the lawsuit that she never had an intimate relationship with Cook.
In agreeing to settle the lawsuit out of court, none of the defendants admitted to wrongdoing.
It was not immediately clear Thursday evening whether the defendants named in the former lawsuit remain on the force.
