According to a post on the New Jersey Office of Emergency Management Facebook page the reason for the staggered office closing is to avoid traffic congestion leaving the Trenton area, and other locations with a heavy concentration of State Office Buildings.

This does not include essential employees, who shall remain until the normal close of business.
