Gov. Chris Christie said at a news conference on Wednesday that he wants to use the state's $1.8 billion allocation to give grants to homeowners and businesses to cover cost of rebuilding and resuming their work.

Christie says homeowners could use the money to rebuild homes or comply with new regulations, such as those that would require homes to be raised higher. He says businesses could do the same thing, or restock their inventories.

Christie says the grants would allow people to rebuild without adding even more debt.

The plan is subject to approval from the federal Housing and Urban Development Department.

Christie has said the state sustained $37 billion in damage.
