Mom Gives 11-Year-Old A Tattoo [VIDEO]

A North Carolina mother was arrested after tattooing a small heart onto her  11-year-old daughter's arm.

The tattoo session of the crying girl being tattooed on the upper arm of Odessa Clay's daughter  was caught on tape.

“She asked me to do it,” Clay, 30,  told  WCTI-TV, who was unaware that it is illegal to tattoo a minor in North Carolina.

Clay said she used her own tools and numbed her daughter's arm before applying the ink.
