A man once named Citizen of the Year in Burlington City has admitted putting food in officials' yards to lure feral cats.

Harry Heck told a judge on Monday that he wanted to show city council members what some parts of the town were enduring with stray cats.

He pleaded guilty to littering and was ordered to pay a $250 fine.

The Burlington County Times reports that before Heck put the food outside three council members' homes in June, he had complained that the city was not doing enough to keep another resident from feeding feral cats. He says the person was also attracting raccoons and other unwelcome critters.

The city council is now considering a program to trap, neuter and release cats.
