What's going on here?

Every so often, you see something as you go about your everyday life in the Great Garden State that will actually make you stop (!), and scratch your head.

Case in point: the photo above.  What happened here? Does this make you want to sing the classic "Everyone Loves A Log" song from Ren & Stimpy?  Is it some sort of leftover roadside Jersey Christmas ornament?
