Sen. John Kerry is dismissing Republican presidential nominee Mitt Romney as “out of touch at home, out of his depth abroad and out of the mainstream.”

In remarks prepared for the Democratic National convention in Charlotte tonight, Kerry praises President Barack Obama for ending the war in Iraq and ordering the killing of terrorist leader Osama bin Laden. He also credits Obama with helping to end the rule of Libyan strongman Moammar Gadhafi and for standing by long time U.S. ally Israel.

Kerry was the Democratic presidential standard-bearer in 2004, and lost that election to incumbent Republican President George W. Bush.

In the speech he’ll give to the convention, Kerry says, quote, “Our opponents like to talk about ‘American Exceptionalism.’ But all they do is talk. They forget that we are exceptional not because we say we are, but because we do exceptional things.”

He also says, “Ask Osama bin Laden if he’s better off now than he was four years ago.”

Excerpts of Kerry’s prepared speech were made available hours before he was to appear on the rostrum.
