The mayor of Jersey City says retribution politics is behind stalled legislation that would overhaul the city's pension system, saving municipal taxpayers millions of dollars.

Mayor Steven Fulop says state Senate President Stephen Sweeney is intentionally withholding the bill, which will die at the end of the legislative session next week. The two Democrats are said to be seriously considering a run for governor in 2017.

The bill raising the retirement age and shrinking cost-of-living increases passed the Assembly 79-0 with bipartisan support.

Sweeney, who would need to post it this week, has not done so. His office did not respond to an after-hours request for comment on Monday night.
