Police officials in Garfield tell The Star-Ledger of Newark that Joseph Lipham allegedly met a woman at a Fairfield motel, identified himself as a police officer, and threatened her with arrest unless she had sex with him.

Police say Lipham, a 40-year-old Garfield resident, is a registered sex offender and served two years in state prison for an attempted sexual assault. The newspaper says records show Lipham was last released from state custody in October 2006.

Lipham is being held on $100,000 bail at the Fairfield police department. It's not clear if he has an attorney.
