A spokesman for Luxembourg Prime Minister Jean-Claude Juncker, who chairs meetings of eurozone finance ministers, said Spain had not yet requested help.

The Spanish government appears to have resigned itself to the fact that it can't handle the job of propping its banks on its own.

Spokesman Guy Schuller said while Spain has not yet asked for help, "we want to prepare if the call comes."
