Philip Cise of Dover faces two felony homicide charges and additional charges in the death of 20-year-old Gabrielle Reuveni of Paramus.

Reuveni was struck and killed while running along a road in Palmyra Township, Pa. She was a junior at Washington University in St. Louis at the time of her death. She was valedictorian of Paramus High School in 2010.

The Pike County district attorney's office tells The Star-Ledger that Cise had prescription Lithium and two unprescribed painkillers, Gabapentin and Carabazapine, in his system at the time of the accident.

It's not clear who is representing him.
