Most people would agree that a positive work environment makes life easier, but when problems do arise, should employers be responsible for promoting a problem free work environment?

This question is being proposed after a police officer in Sayreville filed harassment charges  against the town. Officer Joseph Monaco is claiming that his supervisor encouraged officers on the force, and on other forces, to direct anti-gay slurs towards him.

Should employers promote a safe and harassment free work environment? Should issues be handled by human resources, or in some cases, the law? Or, is it the responsibility of workers to settle issues they may have with one another?
