The signing occurred Sunday during a ceremony held just before the New Jersey National Guard's 28th annual military review event, which was staged at the training center in Sea Girt. Christie said the legislation provides veterans with easier access to services and incentive programs.

The military review ceremony, which dates back more than a century, gave the governor a chance to review the members of the various units that took part.

It was the first review staged since Superstorm Sandy slammed into the state, and Christie thanked the guard members who "played an instrumental role in keeping our citizens safe and secure."
