Christie bans bump stocks, as he kills 50 bills on his last day

Gov. Chris Christie signed 108 bills into law and vetoed 50 others on his final full day in office Monday, capping an eight-year run in which set records for vetoes while enacted fewer laws than any governor in a half-century.

The final bills Christie signed into law included ones banning bump stocks, shifting enforcement of animal cruelty laws to county prosecutors from the New Jersey Society for the Prevention of Cruelty to Animals and enhancing the pensions of some politicians who switch offices.

Christie leaves office having enacted 1,667 bills, far fewer than any governor since Robert Meyner in the 1950s and early 60s. Montclair State University political scientist Brigid Harrison suspects he doesn’t mind, in a conservative Republican sort of way.

“That tendency not to enact legislation tends to be more kind of laissez-faire Republican, a little bit hands off, that the government shouldn’t necessarily have a strong role in people’s everyday lives,” Harrison said.

“Part of it has to do with the composition of the branches of government,” Harrison said. “You’re going to see many, many more vetoes, of course, when you have divided government.”

Christie left 50 bills untouched Monday – so-called ‘pocket vetoes,’ available only in the final days of a two-year legislative session, which brought the total number of bills he killed over eight years to 501.

Monday’s vetoes included bills that would have let school districts create sports teams from more than high school, require fatal shootings by police officers to be investigated by the state rather than counties and mandate annual gun buyback programs, among others.

The 501 vetoes were equal to one veto for every 3.3 bills he signed into law, a number that doesn’t even reflect that 136 of the laws he did sign were ones he had changed with conditional vetoes the Legislature agreed with.

“Well, I think it was incredibly important” to his tenure, Harrison said. “I think that we saw essentially two kinds of vetoes during the Christie era.

“On some measures, particularly bipartisan measures, things like child marriage and bipartisan support for gun control legislation, Gov. Christie used the veto to essentially further his own political ambitions. He didn’t want to hail from the state where some of these more liberal policies would be put in place while he was running for president,” Harrison said.

Indeed, the number of vetoes peaked at 164 in the 2014-15 legislative session, when Christie was traveling the country as head of the Republican Governors Association, then as a formal candidate for president.

“But I also think that we see some bills being sponsored by Democrats in the Legislature who really know the kind of measures they’re proposing won’t get through,” Harrison said. “They get to claim they sponsored a piece of legislation and fought the governor on it, with little expectation it would be passed.”

In his first two years in office, Gov. Chris Christie signed fewer bills into law than any New Jersey governor had since before the Civil War. That number grew each legislative session, reaching a 16-year high this past year, the most since Donald DiFrancesco was governor in 2001.

Among the new laws Christie signed on his last day in office was one banning bump stocks, a device that can enable a semiautomatic weapon to shoot quickly like an automatic. Harrison said that although Christie often vetoed gun measures, there’s almost no political fallout for him given that his White House hopes are now back-burnered.

“This is a common sense measure that particularly after the Las Vegas shootings has really garnered bipartisan support throughout the country,” Harrison said. “So it’s not totally surprising that he would support this measure, though I think that the outcome may have been a bit different if we were, you know, a year ago.”

Gun-rights advocates called the bill as grandstanding, saying it was already illegal to use such devices in New Jersey. Anyone who possesses one has until April 15 to turn it over to police, after which time they would be committing a third-degree crime.

The red veto pen is likely to get a rest under Gov. Phil Murphy, unless there’s a real problem in his relationship with Democrats in the Legislature, Harrison said.

“Gov. Murphy should be having conversations with legislative leaders so that they do not forward on to him pieces of legislation that he’ll be forced to veto,” Harrison said. “Vetoes, even in Gov. Christie’s administration, cost political capital.”

Things are more likely to proceed similar to how they did when Democratic Gov. Jon Corzine, who vetoed 12 bills in the four years he served as governor.
