TRENTON (AP) — The top Republican in New Jersey's Democrat-dominated Assembly is proposing some major changes to the way the Legislature works.

Assemblyman Jon Bramnick on Monday said he will introduce a constitutional amendment aimed at drawing legislative districts to yield more competitive races.

He also wants the Legislature to have long-term strategic planning committees to address some major issues such as school funding, public employee pension and health benefit structure, business incentive programs and some tax issues.

He says that would be better for planning for the future than "this kind of partisan, sound-bite approach" he says exists now.

Bramnick says the earliest the measure might be on the ballot for voters would be November 2015. But even that would require winning support of Democrats.
