According to an article, if the proposed bill, S-2531, by Democratic Atlantic County State Senator James Whelan, electric and alternative-fueled cars would be charged a fee of 0.00839  cents per mile traveled. The bill would apply to electric cars but not hybrids.

Electric car owners would pay more than if they were being charged the state's current 10.5 cents-per-gallon tax and 13.5 cents-per-gallon on diesel fuels.
