Prieto's bill extends the 2 percent cap through 2017 and calls for arbitration awards to be compounded in each year of the contract.

But it eliminates a one-and-done loophole in a prior version of the bill.

Prieto says the bill was added to Monday's voting agenda after "regular and productive" conversations with the governor's office.

Negotiations began after Christie conditionally vetoed the bill extending the cap but loosening its provisions.

The Senate accepted the governor's changes but Prieto refused to post it for a vote.
