NBC 10 reported the shooting happened at about 9:40 p.m. in the Grays Ferry section of the city.

Philadelphia Police Capt. Michael Gormley told the station two men were arguing on the street when one pulled out a gun and started firing. Witnesses said the bullet hit the girl in the left side of her chest as she was getting her hair done, and the shooter fled on a bicycle.

Officers arriving at the scene put the child in their patrol car and rushed her to a hospital, where she was pronounced dead at 10:21 p.m., Gormley said.

The other man in the argument was shot in the head and is in critical condition, police said. Two women, who were bystanders, were grazed by bullets.

A person of interest is in police custody.
